According to the agreement reached by results of negotiations between the State Commission on Prisoner of War, Missing and Hostages and the International Committee of the Red Cross (ICRC), a resident of Yukhari Salahli village of Gazakh region, Ibrahimov Elvin Arif born in 29.10.1986 and citizen of the Republic of Armenia detained in Gazakh region on June 20, 2017, Karapetyan Zaven Avanesovitch, born on November 6, 1974, were repatriated on 28 June 2019 respectively.
The humanitarian process was carried out by the State Commission on Prisoner of War, Missing and Hostages and the State Border Service, mediated by the International Committee of the Red Cross.
Positively assessed the exchange of Elvin Ibrahimov to armenian diversant Zaven Karapetyan, coordinator of the Information Center for Azerbaijani Captives and Hostages Mr. Ahmad Shahidov told ARB 24 Television that this process will serve to create a mutual trust atmosphere between the sides: “This is very commendable. As a human rights defender, we expect this process to continue. Because the principle of the “All to all”, proposed by official Baku, has to be implemented step-by-step and in this regard, we are convinced that the process will continue in the near future.”
