S\u00f6z konusu belgede ceza davas\u0131n\u0131n kapat\u0131lmas\u0131na y\u00f6nelik giri\u015fim, mevcut olgularla, teknik kan\u0131tlarla ve uluslararas\u0131 hukukun temel ilkeleriyle a\u00e7\u0131k bi\u00e7imde \u00e7eli\u015fmekte ve Rusya\u2019n\u0131n sorumluluktan ka\u00e7ma yolunu se\u00e7ti\u011fini g\u00f6stermektedir.<\/p>\n<p>Konuya ili\u015fkin ARB24 Televizyonu\u2019na de\u011ferlendirmelerde bulunan siyaset yorumcusu Ahmet \u015eairo\u011flu, olay\u0131n t\u00fcm ayr\u0131nt\u0131lar\u0131n\u0131n art\u0131k net oldu\u011funu ve ya\u015fananlar\u0131n ink\u00e2r edilemeyece\u011fini belirterek \u015funlar\u0131 s\u00f6yledi: \u201cU\u00e7a\u011f\u0131n vurulmas\u0131 emrini verenler de, bu emri uygulayanlar da, olay\u0131n seyri de ortadad\u0131r. Buna ra\u011fmen ceza davas\u0131n\u0131n kapat\u0131lmas\u0131, Rusya\u2019n\u0131n meseleye hukuki de\u011fil siyasi bir yakla\u015f\u0131mla bakt\u0131\u011f\u0131n\u0131 ortaya koymaktad\u0131r. Bu tutum ne m\u00fcttefiklik anlay\u0131\u015f\u0131yla ne de uluslararas\u0131 hukukla ba\u011fda\u015fmaktad\u0131r.\u201d<\/p>\n<p>Ahmet \u015eairo\u011flu, Rus taraf\u0131n\u0131n bu yakla\u015f\u0131m\u0131n\u0131n etik normlarla da \u00f6rt\u00fc\u015fmedi\u011fini vurgulayarak, bunun Moskova\u2019n\u0131n uluslararas\u0131 imaj\u0131na ciddi zarar verdi\u011fini ifade etti: \u201cKendine sayg\u0131s\u0131 olan her devlet b\u00f6yle bir durumda sorumlulu\u011fu \u00fcstlenmeli, \u00f6z\u00fcr dilemeli, tazminat \u00f6demeli ve su\u00e7lular\u0131 cezaland\u0131rmal\u0131d\u0131r. Aksi y\u00f6ndeki tutum ise Rusya\u2019y\u0131 uluslararas\u0131 arenada g\u00fcvenilmez bir ortak olarak g\u00f6stermekte ve b\u00f6lgedeki g\u00fcveni daha da
