Bug\u00fcn, 30 Haziran 2026 tarihinde d\u00fczenlenen &#8220;E\u011fitim, \u0130zleme ve G\u00fc\u00e7lendirilmi\u015f Denetim Yoluyla \u0130\u015fkencenin \u00d6nlenmesi&#8221; ba\u015fl\u0131kl\u0131 ikinci panel oturumunda i\u015fkencenin \u00f6nlenmesine y\u00f6nelik uluslararas\u0131 i\u015f birli\u011fi ve denetim mekanizmalar\u0131 ele al\u0131nd\u0131.<\/p>\n<p>Panelde konu\u015fan Azerbaycan Demokrasi ve \u0130nsan Haklar\u0131 Enstit\u00fcs\u00fc Ba\u015fkan\u0131, insan haklar\u0131 savunucusu Ahmet \u015eahido\u011flu, kendisinden \u00f6nce s\u00f6z alan Ermeni temsilcinin Azerbaycan&#8217;a y\u00f6nelik iddialar\u0131n\u0131n tamamen as\u0131ls\u0131z oldu\u011funu s\u00f6yledi. Ahmet \u015eahido\u011flu, \u015fu anda Azerbaycan&#8217;da yarg\u0131lanan Ermeni k\u00f6kenli ki\u015filerin d\u00fc\u015f\u00fcnce mahk\u00fbmu olmad\u0131\u011f\u0131n\u0131, Azerbaycan&#8217;\u0131n i\u015fgal alt\u0131ndaki topraklar\u0131nda i\u015flenen a\u011f\u0131r su\u00e7lardan dolay\u0131 mahkeme \u00f6n\u00fcne \u00e7\u0131kar\u0131ld\u0131klar\u0131n\u0131 ifade etti.<\/p>\n<p>Ahmet \u015eahido\u011flu, s\u00f6z konusu ki\u015filerin t\u00fcm haklar\u0131n\u0131n Azerbaycan mevzuat\u0131 ve uluslararas\u0131 standartlar do\u011frultusunda g\u00fcvence alt\u0131na al\u0131nd\u0131\u011f\u0131n\u0131, avukatlara eri\u015fimlerinin bulundu\u011funu, ihtiya\u00e7 duyduklar\u0131nda t\u0131bbi hizmet ald\u0131klar\u0131n\u0131 ve aileleriyle d\u00fczenli telefon g\u00f6r\u00fc\u015fmeleri ger\u00e7ekle\u015ftirdiklerini vurgulad\u0131.<\/p>\n<p>Konu\u015fmas\u0131n\u0131n devam\u0131nda Ahmet \u015eahido\u011flu, i\u015fkencenin \u00f6nlenmesinin yaln\u0131zca yasal d\u00fczenlemelerle de\u011fil; profesyonel e\u011fitim, ba\u011f\u0131ms\u0131z izleme, etkin denetim ve hesap verebilirlik mekanizmalar\u0131yla m\u00fcmk\u00fcn oldu\u011funu belirtti. Birka\u00e7 g\u00fcn \u00f6nce kutlanan Birle\u015fmi\u015f Milletler \u0130\u015fkence Ma\u011fdurlar\u0131na Destek Uluslararas\u0131 G\u00fcn\u00fc&#8217;n\u00fcn uluslararas\u0131 toplum i\u00e7in bu alanda daha g\u00fc\u00e7l\u00fc i\u015f birli\u011finin \u00f6nemini bir kez daha ortaya koydu\u011funu s\u00f6yledi.<\/p>\n<p>Konu\u015fmas\u0131nda Cammu ve Ke\u015fmir&#8217;deki insan haklar\u0131 durumuna da de\u011finen Ahmet \u015eahido\u011flu, Birle\u015fmi\u015f Milletler insan haklar\u0131 mekanizmalar\u0131, uluslararas\u0131 insan haklar\u0131 kurulu\u015flar\u0131 ve sayg\u0131n medya organlar\u0131n\u0131n raporlar\u0131nda Hindistan g\u00fcvenlik g\u00fc\u00e7leri taraf\u0131ndan i\u015fkence, keyfi g\u00f6zalt\u0131lar, a\u015f\u0131r\u0131 g\u00fc\u00e7 kullan\u0131m\u0131 ve di\u011fer ciddi insan haklar\u0131 ihlallerine ili\u015fkin \u00e7ok say\u0131da iddian\u0131n yer ald\u0131\u011f\u0131n\u0131 ifade etti. Bu iddialar\u0131n ba\u011f\u0131ms\u0131z, tarafs\u0131z ve \u015feffaf bi\u00e7imde soru\u015fturulmas\u0131n\u0131n uluslararas\u0131 hukukun gere\u011fi oldu\u011funu ve hesap verebilirli\u011fin sa\u011flanmas\u0131 a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck \u00f6nem ta\u015f\u0131d\u0131\u011f\u0131n\u0131 vurgulad\u0131.<\/p>\n<p>Konu\u015fmas\u0131n\u0131n sonunda Ahmet \u015eahido\u011flu, insan haklar\u0131 ihlallerinin co\u011frafi s\u0131n\u0131rlar tan\u0131mad\u0131\u011f\u0131n\u0131 ve AG\u0130T&#8217;in kapsaml\u0131 g\u00fcvenlik anlay\u0131\u015f\u0131n\u0131n da bunu teyit etti\u011fini s\u00f6yledi. Ona g\u00f6re insan haklar\u0131 ihlalleri b\u00f6lgesel istikrar\u0131 zedeliyor, g\u00f6\u00e7 ve m\u00fclteci hareketlerini art\u0131r\u0131yor ve uluslararas\u0131 g\u00fcvenli\u011fi olumsuz etkiliyor. \u015eahido\u011flu, uluslararas\u0131 toplumu i\u015fkencenin \u00f6nlenmesi amac\u0131yla profesyonel e\u011fitim, ba\u011f\u0131ms\u0131z izleme ve etkili denetim mekanizmalar\u0131n\u0131n g\u00fc\u00e7lendirilmesi i\u00e7in ortak \u00e7abalar\u0131 art\u0131rmaya \u00e7a\u011f\u0131rd\u0131.<\/p>\n<p><a
