The official registration of bill H.R. 6534 in the US House of Representatives, which aims to remove restrictions on US assistance to Azerbaijan, has attracted significant international attention. The bill proposes the full repeal of Section 907 of the Freedom Support Act and is currently under review by the House Foreign Affairs Committee.
Speaking to ARB24 Television, human rights defender and political commentator Ahmad Shahidov said the bill represents an important step toward dismantling long-standing political and legal barriers in US–Azerbaijan relations. According to Shahidov, Section 907 no longer reflects the current geopolitical realities of the region and contradicts Washington’s own strategic interests. “Since gaining independence, Azerbaijan has consistently proven itself to be a reliable partner for the United States and its allies. The fact that this is now explicitly acknowledged in a congressional document indicates a serious political shift,” he noted.
Ahmad Shahidov also emphasized that the bill’s reference to peace as a priority in the South Caucasus, along with the recognition that borders and territorial integrity between Azerbaijan and Armenia have been agreed within the framework of a peace agreement, demonstrates Washington’s acceptance of post-conflict realities. He added that if adopted, the legislation could pave the way for a more institutionalized and long-term partnership between the United States and Azerbaijan.
